The government authority located in Cortland, New York, is seeking a vendor to provide fiber optic extension services. The scope includes conducting a field verification survey and constructability review to confirm the route and quantities, as well as identifying conflicts and proposing risk mitigations. Vendors will be responsible for detailed engineering and design of outside plant (OSP) and inside plant (ISP) infrastructure, including construction drawings, splicing and termination plans, and restoration or traffic control plans as needed.
Utility coordination is required, including pole attachment processing with pole owners such as National Grid and Verizon, alongside make-ready tracking and scheduling. Vendors must also support right-of-way (ROW) and road occupancy permitting for underground fiber segments and coordinate traffic control and restoration activities. Construction will entail installation of aerial plant, underground conduits and handholes, and building entrances at both endpoints. The specified fiber is a 48-count single-mode, single jacket, single armor cable, or an approved equivalent, with aerial installations requiring new strand and lashing in telecom space per utility standards.
An optional site visit is scheduled for March 25, 2026, and questions regarding the RFP must be submitted no later than March 31, 2026.
