Nebraska seeks a vendor for the installation of fiber optic cable infrastructure to support governmental communications needs.

Provide 5% bid security in certified check, irrevocable letter of credit, or bid bond form
Submit executed Contract Documents and additional prints/data
Ensure bid is signed by an authorized company officer
Acknowledge all Addendum(s)
Ensure bidder name on C-1 matches bid security
Clearly indicate all prices and ensure correct price extensions
Submit Price Quotation Table and all pricing pages in hard copy
Include all requested information, filled blanks, and submittal materials
Include W-9 Taxpayer Identification Number and Certification Form
Clearly mark Contract Title and Number on the outside of the package
Have a full-time General Superintendent with a minimum of five years of experience
Have a Plow Foreman with a minimum of five years of experience
Submit a copy of the company's safety program and OSHA 300/300A Reports for the last three years
Perform work in accordance with Rural Utilities Service (RUS) Bulletin 1753F-150
Install fiber optic cable at a minimum depth of 42 inches
Place orange warning tape (3-inch minimum width, 7.0 mil thickness) 18-24 inches below grade above all buried fiber optic cable
Haul, unload, handle, distribute, and store all DISTRICT-furnished materials
Return all excess DISTRICT-furnished fiber optic cable, splice canisters, splice trays, and signs to the York Operations Center
Provide right-of-way assistance
Video tape pre- and post-cable installation conditions
Coordinate with counties for road gravel movement
Obtain and pay for police assistance at crossings
Coordinate with appropriate utilities for outages on lines lower than 115 kV
Contact all utilities to locate facilities prior to excavation
Repair any damages to bridges, culverts, fences, utility lines, or ditches
Restore and repair any damages to DISTRICT-owned property
Repair any damages off DISTRICT right-of-way
Close fence openings or place temporary gates when accessing private land
Supply own padlock for locked gates
Restore grade and control erosion
Keep jobsite clean and dispose of debris properly (no burying)
Notify DISTRICT of archaeological and historical artifacts/sites discovered
Notify DISTRICT of human remains discovered
Notify DISTRICT of threatened or endangered species discovered
Avoid wetlands or protect them during construction activities
Properly handle, store, and use all fuels, oils, and hazardous substances
Provide first aid service equipment and medical facilities at the jobsite
Ensure personnel use protective footwear meeting ANSI Standard Z-41
Provide shoring for excavations
Provide adequate barricades
Provide all signage for traffic control to comply with Nebraska Department of Transportation rules
Provide copies of Safety Data Sheets (SDSs) upon request
Implement own safety program and enforce safe work practices
Do not utilize wooden or aluminum ladders on-site
Maintain conductor polarity and optical fiber strand identification
Ensure buried fiber optic cable is not bent in a radius less than 20 times its outside diameter
Feed cable loosely and without tension during plowing operations
Promptly repair any damaged cable or wire
Promptly backfill trenches with earth and tamp at 6-inch lifts
Cushion cable in rock trenches with a minimum 2-inch fill of sand or selected soil
Continually control horizontal and vertical movements of bore during horizontal directional drilling (HDD) or boring
Properly cap all underground or buried pipes
Furnish an approved Contract Performance Bond
Obtain all required insurance coverages (Workers' Compensation, Employers' Liability, Commercial General Liability, Automobile Liability, Railroad Protective Liability, Builders Risk)

A non-mandatory pre-bid Microsoft Teams meeting will be held on March 26th, 2026, at 10:00 a.m. CDT.

All bids must be submitted by April 14th, 2026, at 2:00 p.m. CDT.

All bids will be opened immediately following 2:00 p.m. CDT on April 14th, 2026.

The contract is expected to be awarded on May 14th, 2026.

The work is desired to be completed no later than November 13th, 2026.

An initial project schedule must be submitted within two weeks after notification of award.
