DESCRIPTION

A government authority in Mammoth Lakes, California seeks qualified vendors to provide comprehensive fee study update services. The selected consultant or team will be responsible for updating the 2019 fee study, incorporating all residential and non-residential development, and utilizing the existing methodology for calculating impacts, including Inclusionary Units and in-lieu, per-square-foot fees.

The engagement also includes completing a housing element update, related rezoning, coordination with the Regional Transportation Plan, and carrying out all necessary environmental reviews as required by State law. The scope further requires analysis of the effectiveness of the prior Housing Element, consideration of potential land use changes, examination of population and employment trends, and evaluation of special needs housing. Additionally, the consultant will prepare a public review draft of the Housing Element.

All questions regarding the RFP must be submitted by April 17, 2026.
