DESCRIPTION


The selected consultant will conduct a comprehensive fee study service for a government authority located in Los Angeles, California. The scope includes analyzing individual services and their associated costs, encompassing direct costs, indirect costs, and expenses. The consultant will develop a methodology to determine appropriate applicant or developer fees aimed at recovering agency costs partially or in full.

The study entails analyzing key agency Work Units, interviewing staff within the Home key team in the Housing Strategies and Innovation Division, and reviewing time accounting to gain insight into current practices and operations as they relate to the Home key Unit. The final deliverables will include a detailed narrative report outlining the fee assessment process and approach in PDF format.

Additionally, the consultant will provide a comparative survey detailing how other jurisdictions in California structure fees for similar home key programs, addressing oversight, service provision, and best practices for cost recovery. The contract is set for a one-year period, and all vendor questions must be submitted by March 23, 2026.
