A government authority in West Palm Beach, Florida seeks professional consulting services to conduct a comprehensive fee study. The selected consultant will be responsible for evaluating all existing departmental and miscellaneous fees using cost-of-service methodologies that are legally defensible. The analysis should include a comparison of county fees, service scope, and delivery methods with those of peer counties, similar jurisdictions, and relevant competitors.

The consultant will assess whether the current fees recover the actual costs of service provision, factoring in both direct and indirect labor costs. In addition, they will analyze employee pay and staffing costs to determine if current fees adequately cover the expense of delivering services. Ensuring compliance with all statutes, applicable case law, and county codes—including regulations concerning impact fees—is essential.

The final deliverables should promote transparency, equity, and consistency within department services and support long-term operational and financial sustainability without resulting in surplus revenue. The contract will be for a period of one year. A mandatory pre-bid conference is scheduled, and all questions must be submitted by the specified deadline.
