Fee Audit Services

The government authority in Austin seeks an independent audit of its Street Impact Fee Program for compliance and accuracy.

Minimum five years of experience conducting audits, studies, or analyses related to development impact fees.
Certified public accountant or public accountant licensed by the Texas State Board of Public Accountancy.
Familiarity with Texas Local Government Code Chapter 395 regarding impact fee collection, accounting, expenditure, and reporting.
Experience performing financial audits, fee collection analyses, accounting reconciliations, or compliance reviews for public-sector or municipal clients.
Knowledge of impact fee administration, including fee collection, allocation, interest accrual, waivers, refunds, and related statutory or regulatory requirements.
Not under contract to provide any other service to the City of Austin or a related entity during the 12 months preceding the audit.
Ability to clearly and effectively present findings verbally and in writing in English.
Firm and its principals are not currently suspended or debarred from bidding on any Federal, State, or City of Austin Contracts.
No collusion, conspiracy, or agreement with any other person, firm, corporation, proposer or potential proposer regarding the proposal amount or terms.
No payment or agreement to pay any other person, firm, corporation, proposer or potential proposer money or value for assistance in procuring a contract or establishing prices.
No receipt of compensation or promise of compensation for participating in the preparation or development of the solicitation or contract documents, except for public comments/questions.
No participation in the evaluation of offers or other decision-making process for this solicitation, and no direct or indirect financial interest in the contract by associated individuals involved in evaluation.
No employment or other business relationship with any local government officer of the City or a family member that results in taxable income for the officer or family member.
No gifts over $100 to a local government officer of the City in the 12-month period preceding the date the officer becomes aware of the contract, excluding food, lodging, transportation, or entertainment as a guest.
No family relationship with a local government officer of the City in the third degree of consanguinity or the second degree of affinity.
Not currently and will not during the term of the contract engage in practicing LGBTQ+ conversion therapy, referring persons for it, or contracting with another entity to conduct it.
Does not boycott Israel and will not boycott Israel during the term of the resulting contract.
If remote or direct access to critical infrastructure systems: firm is not owned/controlled by citizens/government of China, Iran, North Korea, Russia, or Governor-designated country, nor headquartered in these countries.
If providing Critical Electrical Grid Equipment (CEGE) or Critical Electric Grid Services (CEGS): CEGE or CEGS were not manufactured, produced, created, or otherwise provided by a Lone Star Infrastructure Protection Act (LSIPA) Designated Company.
If 10 or more full-time employees: does not discriminate against a firearm entity or firearm trade association, and will not discriminate during the contract term.
If 10 or more full-time employees: does not boycott energy companies, and will not boycott energy companies during the contract term.
Firm has not been adjudicated for wage theft related incidents within five years prior to the stated date.
All employers must complete the City of Austin Wage Theft Training within 30 days of being awarded a contract.
If using subcontractors, comply with the City’s M/WBE Procurement Program.
Obtain a certified criminal background report with fingerprinting for all persons performing on the Contract.
Do not utilize personnel convicted of any crime of dishonesty (including criminal fraud) or any felony/misdemeanor offense with incarceration for up to 1 year.
Obtain background reports at least 30 days prior to any onsite work commencement.
Provide City documentation affirming security screening of personnel.
Ensure personnel wear City-issued Contractor ID badges on site.
Enforce separation of job duties, require commercially reasonable non-disclosure agreements, and limit staff knowledge of City data.
Retain background reports and make them available for audit.
Notify City of a Security Incident as soon as practicable, but no later than 24 hours after awareness.
All vendors and subcontractors with access to city data must have internal privacy and security policies.
All vendors and subcontractors must provide proof of at least annual cybersecurity training for all authorized persons with access to city data.
Provide a Certificate of Insurance as verification of required coverages and endorsements prior to Contract execution.
Maintain Worker's Compensation and Employers' Liability Insurance.
Maintain Commercial General Liability Insurance.
Maintain Business Automobile Liability Insurance.
Maintain Professional Liability coverage.
Maintain Cyber Liability Insurance.
