DESCRIPTION

A government authority in Pennsylvania is seeking a qualified vendor to provide federal program support and project management services. The selected consultant will assist the agency in achieving compliance with federal regulations, maximizing participation, and minimizing barriers through strategic guidance and data-driven implementation. Key responsibilities include supporting agency leadership with strategic guidance, facilitating knowledge transfer, and assisting with process improvements to ensure alignment with USDOT regulations.

The vendor will also help redesign the organizational structure to enhance service delivery and operational efficiency. Additional tasks include implementing change management strategies for dual–track program integration, preparing updated Federal Program Plans and a Certification Review Procedures Manual, and supporting small business outreach initiatives. Executive coaching, the development of strategic roadmaps for regulatory or operational pivots, and comprehensive planning assistance are expected as part of this engagement.
