A Maryland agency is seeking the services of a qualified federal government consultant to support its strategies for securing federal funding, legislative engagement, and advocacy for research priorities. The consultant will be responsible for developing a comprehensive written strategy to enhance the agency's research funding profile. This involves conducting a resource inventory assessing the agency's capabilities, programs, relationships, and research strengths in order to better align future funding requests with organizational priorities and laboratory needs.
The scope of work also includes executing an agency engagement plan with program managers and leadership, and implementing a legislative strategy focused on securing agency authorization and appropriations. The consultant will be tasked with drafting background materials, letters of support, and position papers related to federal funding legislation impacting the agency. Additional responsibilities involve preparing legislative and report language for inclusion in relevant bills, scheduling meetings with executive branch officials and congressional staff, and providing regular written updates as well as reports upon request.
