DESCRIPTION


The selected vendor will provide consulting services for facility usage assessment and the development of a fee schedule for a government authority in Cheyenne, Wyoming. The project requires a comprehensive cost-of-service analysis of agency facilities available for community use, including gymnasiums, swimming pools, athletic fields, auditoriums, and other designated spaces.

Responsibilities include collecting and analyzing financial, payroll, facilities, and operational data to identify and quantify all direct and indirect costs associated with facility usage. The consultant will also need to identify indirect and administrative overhead costs, clearly distinguishing costs eligible for the fee schedule from those intended for informational, financial planning, or policy purposes.

Deliverables for this engagement include facility-specific cost calculations expressed in appropriate units, a defensible, cost-based fee methodology compliant with statutory requirements, and the provision of a non-proprietary, updateable financial model to allow agency staff to annually revise cost inputs and automatically recalculate facility costs and related fees. The contract period will be for one year, and all questions regarding the RFP must be submitted by April 15, 2026.
