A government authority in Washington is seeking a qualified vendor to provide facilities planning and design consulting services for the development of a new Headquarters and Operations Facility. The selected consultant will be responsible for creating a comprehensive strategic plan governing the design and construction of the facility, as well as defining the programmatic requirements for a consolidated campus.

Key deliverables include the development of a conceptual site and yard master plan, establishment of preliminary cost estimates, phasing and implementation strategies to inform Board decisions, and identification of all relevant stakeholders and project goals. The consultant will also be tasked with identifying major equipment and special systems, developing space standards and functional adjacencies to support future organizational growth, and ensuring all applicable building codes, zoning codes, and regulations are addressed.

The scope additionally involves planning for budget and schedule, and aiding in the preparation for subsequent phases such as permitting and construction. All questions related to the RFP must be submitted no later than April 10, 2026.
