Boynton Beach, Florida seeks a firm for three years of external auditing services, starting with the fiscal year beginning July 1, 2026.

Firm must be licensed to practice public accounting in Florida.
Firm must have experience in not-for-profit and governmental audits.
Firm must have experience preparing financial statements in compliance with FASB Pronouncements and GAAP hierarchy.
Firm must have experience auditing similar entities and programs operated by the Coalition.
Firm must have experience performing state and federal single audits, identifying specific funding sources.
Firm must have experience with employer tax preparation and Form 990 preparation.
Firm must not have faced disciplinary action by any State Board of Accountancy or regulatory agencies within the last three years.
Firm must not have any lawsuits filed or pending in the last three years.
Firm must furnish its last peer review report and explain any significant weaknesses.
Firm must provide at least three references from current not-for-profit clients or clients with similar funding sources.
Proposer must be willing to negotiate a contract based on the Coalition's standard terms.
Proposer must disclose any conflicts of interest.
Proposer must comply with GAO's continuing education requirement of 80 hours every two years, with 24 hours directly related to government environment and auditing.
Proposer must comply with GAO requirement of an external quality control (peer) review at least once every three years.
Proposer must have read and understood specific audit publications.
Proposer must not have a record of substandard audit work, debarment, or suspension from federal, state, or local government work.
Proposer must agree to accept and comply with the Coalition's standard contract terms and conditions.
Proposer must include an executed, notarized copy of Exhibit 3 (Certification Affidavit).
Proposer or affiliate must not be on the discriminatory vendor list.
Proposer or affiliate must not be on the federal suspension and debarment list.
Proposer or affiliate must have complied with official orders to repay disallowed costs.
Proposer or affiliate must not have failed to perform contractual obligations satisfactorily or had a contract terminated for cause.
Proposer or affiliate must not have violated the Cone of Silence.
Proposer or affiliate must not have participated in the development of the RFP documents.
Proposer must identify the audit team members and provide their resumes, including formal education, CPE per Government Auditing Standards, training on Uniform Guidance, experience in public accounting, not-for-profit/government entities, computerized systems, accounting board memberships, professional licenses (CPA), and professional recognition.
Proposer must identify the primary point of contact for the engagement.
Proposal must include a Table of Contents, Letter of Certification and Vendor Application (Exhibit 1 and 2), General Description of the Scope of Work, Approach to the Audit, Firm Profile and Qualifications, Audit Team Members Profiles and Qualifications, References, Cost of Services, Not-for-Profit and Governmental Experience, and Certification Affidavit (Exhibit 3).
Proposal must conform to specified format requirements (8.5"x11" size, 12-point type, numbered pages, clearly referenced supporting documentation).
Proposal must be submitted electronically as a single PDF file.
Electronic signatures are accepted, except Exhibit 3 which must be notarized.

March 24th, 2026: RFP released and posted on the Coalition's website.

March 31st, 2026: Last day to submit all inquiries to the Coalition.

April 8th, 2026: Proposals Due to Coalition.

April 13th, 2026 through April 23rd, 2026: Audit Committee meeting to review proposal evaluation and ranking; Audit Committee to select Top Ranked Proposals for Interview.

April-May, 2026: Top Ranked proposers Interview (Virtual) and Final Award Notice.

July 1st, 2026: Anticipated Effective Date of Contract.
