Fort Worth, Texas seeks a qualified firm for a two-year contract to provide external audit services for fiscal years 2026–2028.

Perform annual audits and issue opinions on financial statements in conformity with GAAP and GASB.
Provide other auditing services as described in the RFQ.
Evaluate appropriateness of accounting policies and reasonableness of significant accounting estimates.
Test compliance with certain provisions of laws, regulations, contracts, and grant management.
Perform audits in accordance with Generally Accepted Auditing Standards (GAAS), Government Auditing Standards, 2 CFR 200, Federal Single Audit Act, Texas Single Audit Circular, and other applicable laws/regulations.
Issue required reports including: fair presentation, internal control structure, compliance with laws/regulations, investment policy, local government financial test, Water and Sewer System Master Ordinance requirements, and Single Audit Act reports.
Provide special assistance to meet GFOA Certificate of Achievement for Excellence in Financial Reporting Program requirements.
Ensure compliance with changes in GAAP reporting requirements.
Provide guidance and assistance for American Rescue Plan Act (ARPA) Grants compliance.
Perform financial assessment of up to four separate component units if requested.
Print 75 physical copies of the Annual Comprehensive Financial Report (ACFR) and Single Audit.
Evaluate compliance with the Public Funds Investment Act and Texas Commission on Environmental Quality (TCEQ) local government financial test requirements.
Evaluate compliance with Water and Sewer System Master Ordinance 10968, Sections 4(J) and 4(K), and calculate Net Revenues for bond covenant compliance.
Review and report on City Charter financial reporting information.
Retain working papers and make them available to specified parties (City, GAO, Cognizant Agency, etc.).
Provide an affirmative statement of independence from the City.
Disclose all professional relationships with the City in the past five years and explain why they do not constitute a conflict of interest.
Provide written notice of any new professional relationships entered into during the agreement period.
Firm and all assigned key professional staff must be properly registered and licensed to practice in Texas.
Provide firm size, governmental audit staff size, office location, and number/nature of professional staff for the engagement.
Submit a copy of the most recent external quality control review report.
Provide information on results of federal or state desk reviews or field reviews of audits during the past three years.
Provide information on any disciplinary action taken or pending against the firm during the past three years.
Identify principal supervisory and management staff, including engagement partners, managers, other supervisors, specialists, and staff, and indicate if they are registered/licensed CPAs in Texas.
Provide information on key staff's government auditing experience, relevant continuing professional education (past three years), local government experience, GASB pronouncement experience, and professional organization membership.
List all engagements with the City within the last five years, ranked by total staff hours.
List up to five most significant similar engagements with other government entities within the last five years, ranked by total staff hours.
Identify and describe any anticipated potential audit problems and the firm's approach to resolving them.
Submit all pricing information, including a total all-inclusive maximum price for the five years (2026-2030), a schedule of professional fees and expenses by staff level, and estimated out-of-pocket expenses.
Agree to the City's contract terms, including fiscal funding and termination clauses.
Execute a contract with the City prior to City Council award and provide necessary evidence of insurance.
Disclose any material legal or disciplinary events relevant to the City's evaluation.
Maintain Commercial General Liability insurance ($1,000,000 per occurrence, $2,000,000 aggregate).
Maintain Automobile Liability insurance ($1,000,000 each accident).
Maintain Workers' Compensation insurance (statutory limits).
Maintain Professional Liability (Errors & Omissions) insurance ($1,000,000 per claim, $2,000,000 aggregate).
Deliver Certificates of Insurance prior to work commencement.
Endorse all policies (except Professional Liability) to include a Waiver of Subrogation on behalf of the City.
Complete the Certificate of Interested Parties Form 1295 online.
Promptly notify the City's Financial Reporting Division of any errors or omissions discovered in the RFQ.
Submit proposals electronically via the Euna Portal by the deadline.
Ensure all submitted documents are clear, legible, and complete.
