Seeking an auditor to conduct annual financial audits for three fiscal years and provide written audit reports with opinions to the Lillooet government authority.

Proposals must be submitted via email
Fee proposal must include total fee, PST if applicable, and GST as a separate line item
All fees and rates must be quoted in Canadian Dollars (CAD)
Electronic signatures on all submitted documents will be accepted
Audits must be planned and executed in accordance with generally accepted Canadian Auditing Standards (CAS), Local Government Act, and Community Charter
Auditor must have experience and expertise in performing municipal audits
Auditor must be free of any obligations or interests that may conflict or affect their ability to perform
Proponent must ensure compliance with all requirements and deadlines
Proponent must ensure delivery of all required response material
Maintain professional liability insurance of not less than $1,000,000 per occurrence
Be registered with WorkSafe BC and maintain coverage for the duration of the engagement
Provide proof that all WorkSafe BC assessments have been paid and are in good standing
Submit a covering letter clearly stating the accounting firm's understanding of the services
Covering letter must include the name(s), title(s), and telephone number(s) of the person(s) authorized to make representations for the firm
The person signing the covering letter must be authorized to bind the Proponent
Proposal must include a table of contents identifying topics by page number
Include a Company Profile and Contact (1-2 pages)
List current and past public sector audit clients and indicate years of service for each
Describe familiarity and experience with Public Sector Accounting Board (PSAB) accounting and auditing standards
Name and brief resume of the partner(s), manager(s), and other key staff assigned to the audit
Clearly show the firm's understanding of the work to be performed, audit approach, and commitment to perform within the specified time period
Describe methodology for keeping the District abreast of changes in accounting principles or legislation
Describe non-auditing professional services provided to other local government clients and innovative products offered
Submit firm's audit fee in the specified format, including an all-inclusive maximum cost for the three-year term and possible two-year extension
Provide a proposed schedule of billing dates
Provide three references, at least two of which must be municipal audits within the last three years, including contact name, telephone number, and email address
Submit a completed and signed Proponent Information & Agreement Form (Appendix A)
Acquire and maintain a valid District of Lillooet Business License if conducting work on District property
