Provide designation of work, itemized with dollar amounts, to be performed by bidder's own forces
List proprietary names and suppliers of principal materials and equipment
Submit Subcontractor Approval Form for each proposed subcontractor
Submit Statement of Qualifications Form with at least three similar projects currently under contract and three completed in the last two years
Submit Subcontractor/Vendor Questionnaire Form
Enclose bid in a sealed envelope, identified 'SEALED BID ENCLOSED,' addressed to Finance Department, 10 N. Bemiston Avenue, Clayton, MO 63105, with project name, bidder's name, and address
General Contractor must perform 51% of the contract with their own company
Comply with all applicable City ordinances, Federal, State, and local laws and regulations (e.g., unemployment, workers' compensation, occupational safety, equal employment, affirmative action, wage and price laws)
Ensure all on-site employees complete the ten-hour training program required under § 292.675.2 RSMo (if applicable)
Do not subcontract work without express written consent of the City
Furnish certificates of insurance as specified
Provide sworn affidavit and documentation of participation in a federal work authorization program
Provide sworn affidavit affirming no knowing employment of unauthorized aliens
Provide design, fabrication, and installation services for exterior municipal sign
Provide monument or wall-mounted signage
Ground sign not to exceed 25 square feet in area
Wall signs not to exceed 15 square feet or 5% of front wall area up to a maximum of 50 square feet
Signage must be double-sided
Comply with applicable zoning, ADA, and right-of-way standards
Use Arial font style
Ensure font size is appropriate for pedestrian/vehicular visibility and accessibility
Text content must include 'Clayton Police Department' and 'Clayton Municipal Court'
Use durable, weather-resistant, rust-resistant, and UV-resistant materials
Specify materials, finish, lettering method, expected lifespan, and warranty
Include external LED lighting, automatic dusk-to-dawn operation, anti-graffiti coating (preferred), and matte/low-glare finish (if applicable)
Ensure lighting complies with local electrical codes and does not spill onto adjacent properties
Responsible for site verification, field measurements, fabrication, delivery, installation (foundations, mounting hardware, electrical connections), and restoration of disturbed surfaces
Obtain electrical permit through St. Louis County (cost included in quote)
Coordinate with City staff or utility providers for permitting
Include an estimated project schedule (design/approval, fabrication, installation)
Specify warranty terms for materials, workmanship, and lighting, expected maintenance, and replacement/repair options
Itemize proposals with cost estimate, three design renderings/examples, proposed materials/specifications, optional/alternative pricing, project timeline, warranty information, proof of insurance, and relevant qualifications
Attendance at pre-bid meeting is strongly encouraged

Bid packages will be available on February 27th, 2026.

A pre-bid meeting will be held on March 9th, 2026 at 9:30 AM.

Sealed bids are due by March 23rd, 2026 at 2:30 P.M. CST.

Bids will be publicly opened and read aloud on March 23rd, 2026 at 3:30 P.M. CST.

Work is to be commenced on March 30th, 2026.
