The government authority in Anchorage, Alaska is seeking expert financial services related to regulatory proceedings involving water and wastewater utility matters. The selected vendor will prepare and provide financial analysis and expert testimony concerning capital structure, cost of equity, and a fair rate of return on equity.
Scope of work includes developing analysis, recommendations, expert testimony, and supporting exhibits to assist the agency in establishing a fair return on equity and reasonable overall rate of return in water and wastewater revenue requirement or plant replacement surcharge mechanism filings. The consultant will also respond to data requests, review testimony prepared by agency staff and intervenors, and coordinate closely with outside regulatory counsel and other external consultants to ensure filings submitted to the state regulatory commission are consistently supported.
