The State of Texas is seeking a vendor to provide an evidence management system capable of centrally managing both physical and digital evidence in a secure, searchable platform. The system must support tracking of physical evidence throughout its lifecycle, from collection at the scene until it leaves the custody of the agency, as well as comprehensive management and upload of digital evidence.
Key requirements include configurable workflows for evidence intake, transfer, retention, and disposition, alongside robust role-based user access and administrative controls compliant with International Association for Property Evidence (IAPE) standards. The system should maintain all digital evidence metadata such as device numbers, time and date stamps, location information, and GPS coordinates. Dashboards must be customizable to meet agency-specific data field needs.
Additional features include management of the chain of custody, digital evidence retention, and disposition management. The contract is anticipated to have a duration of three years. Questions concerning the RFP must be submitted by May 13, 2026.
