DESCRIPTION


The Internal Revenue Service (IRS) is conducting market research to identify 8(a) certified vendors capable of providing an Evaluation Management System (EMS). The IRS is currently using the Training Evaluation and Measurement for Performance Optimization (TEMPO) system and is seeking information on potential brand-name or equivalent solutions. Vendors are invited to submit capability statements in line with the requirements outlined in the Draft Performance Work Statement (PWS).

Interested vendors should provide a cover letter with company details, including name, address, UEI number, and confirmation of 8(a) certification under NAICS Code 611710 (Educational Support Services). Submissions should also identify any Government Wide Acquisition Contract (GWAC) vehicles the firm is associated with, such as GSA Schedule, OASIS+, or NASA SEWP, and indicate if the proposed solutions are manufactured in America.

Responses must be thorough, adhering to requested formatting and page limits, and must include the completed Market Research Questionnaire. The IRS requires clear descriptions of each vendor's ability to meet EMS requirements as outlined in the Performance Work Statement. All responses should be submitted electronically by January 28, 2026.
