DESCRIPTION


The Internal Revenue Service (IRS) is seeking a commercial off-the-shelf Evaluation Management System (EMS) to streamline the design, delivery, analysis, and reporting of Levels 1 through 4 training evaluation data. The EMS must be user-friendly, accessible to all IRS employees, and incorporate helpful features such as a Help Function, job aids, and prompts. Accessibility is a priority, with full 508 compliance required both for administrators and individual users completing evaluations.

The EMS must seamlessly integrate with other agency data and financial systems, such as the Integrated Talent Management (ITM) System, without necessitating modifications to these existing systems. The system must be capable of receiving course, class, and survey data from the Learning Management System (LMS), including data from custom fields. All evaluation data shall be securely stored in a database, with robust capabilities to generate reports and dashboards. The EMS must also allow for report customization, including ad hoc and specialized report generation, and support the ability to run queries with restricted field visibility as needed.

The selected system should ensure authorized access and provide scalable functionality to support the reporting and evaluation needs of the IRS workforce. Vendors with experience in enterprise-scale EMS integrations and strong adherence to accessibility standards are encouraged to respond.
