This RFP seeks a vendor to provide an environmental information management system that will streamline the processes involved in permit application intake, review, tracking, and issuance. The system is expected to enhance coordination across compliance and enforcement functions, improve financial oversight, documentation, reporting, and facilitate stakeholder engagement.

Key objectives include modernizing end-to-end permitting and programmatic workflows, ensuring these processes align with statutory and regulatory requirements, and enabling unified data collaboration by integrating all program-specific databases. The solution should eliminate manual and paper processes, support electronic submissions, improve operational efficiencies, and enhance interactions with external parties while reducing paper storage needs.

The system must establish a sole source of truth, enhance data quality, provide real-time data accessibility for internal and external users, and support adaptability for regulatory compliance and internal changes without requiring vendor support. Vendors are expected to demonstrate expertise in implementing solutions that meet the functional needs of the agency.
