Sacramento seeks a vendor for three-year environmental consulting services, including assessments, document preparation, and review.

Be a corporation, partnership, or other entity lawfully authorized and qualified to do business in California.
Meet all terms and conditions for operating a business in the city, county, or city and county where headquartered.
Certify no conflict of interest between existing client relationships and representing HCD.
Demonstrate ability to adequately staff and scale personnel levels to maintain agreed upon service levels.
List all current Key Personnel, including subcontractors' Key Personnel, and provide an organizational chart.
Provide resumes for Key Personnel, including the Primary Point of Contact and technical/resource area leads.
Submit all required proposal content items listed in Section 5.
Possess at least five years of experience with full preparation, quality control, and project management of Part 58 Environmental Assessments (EAs) and Categorically Excluded Subject To 58.5 (CEST) reviews for government entities, compliant with 24 CFR Part 58, CEQA, and related regulations.
Experience must include full preparation, quality control, and project management of at least three EAs for new affordable housing construction projects funded through HUD.
Experience preparing at least one environmental compliance report meeting 24 CFR Part 93.301(f) for a Housing Trust Fund (HTF) project.
Experience preparing at least one Part 58 EA for a HOME multi-family housing project.
Experience preparing at least one Part 58 EA for a Tribal housing project.
Experience preparing at least one CEQA document.
Experience with tribal consultation and cultural sensitivities, policies, laws, and implementing Tribal housing projects in California.
Key Personnel, including those working on special studies, must have at least two years of experience, commensurate education/experience, and appropriate registration/license/certification.
Key Personnel authorized to sign environmental documents must have a bachelor's degree in an environmental-related field.
The Primary Point of Contact must have demonstrated experience leading environmental professionals and staff, preparing and reviewing environmental documents in compliance with 24 CFR part 58, and providing quality assurance and control.
Key Personnel providing technical assistance, capacity building, subject matter expertise, or training must have at least two years of experience in similar tasks.
Possess necessary resources to deploy sufficient and qualified personnel and manage multiple projects with short turnaround times.
Take complete responsibility for the performance of staff and subcontractors and for making all payments.
Not have had an early termination of a similar contract due to breach or lack of performance in the last five years.
Submit three customer references for services of a similar nature and type.
Provide a general work plan, schedule, approach, and methodology for each of the five tasks outlined in the Scope of Work.
Provide a sample work plan and schedule for a typical NEPA Environmental Assessment compliant with Part 58.
Provide an approach and methodology for starting operations, minimizing risk, maintaining compliance, managing subcontractors, client and tribal communication, coordination with SHPO, project management, customer service, record retention, and quality assurance.
Provide mechanisms for delivering services and managing operations for efficiency and effectiveness, optimizing personnel and resources.
Provide an approach and methodology for helping HCD and its grantees/subrecipients adapt to changing environmental regulations.
Submit flat costs and rates inclusive of all materials and staffing necessary to complete assigned tasks.
Provide a certificate of insurance for liability insurance with a Combined Single Limit of not less than $1,000,000.00 per occurrence, naming the State of California, HCD, and their officers, agents, employees, and servants as additional insureds.
Maintain Worker's Compensation insurance for all employees.
Comply with DVBE post-contract requirements if utilizing a DVBE subcontractor.
Be in good standing and qualified to do business in California.
Not be identified as a tax delinquent by the Franchise Tax Board or California Department of Tax and Fee Administration.
Not be a target of Economic Sanctions against Russia or conducting prohibited transactions with sanctioned individuals/entities.
Comply with California Public Contract Code Sections 10410 and 10411 regarding employment of current and former state employees.
Contractor personnel assigned to tasks must file a Statement of Economic Interests (Form 700).
Notify the State in writing if intending to provide or utilize Generative Artificial Intelligence (GenAI) as a deliverable or to complete any deliverable that materially impacts functionality, risk, or contract performance.
Not have been previously awarded an HCD consulting services contract that would constitute a follow-on contract.
Comply with 2 Code of Federal Regulations part 180 and 2 Code of Federal Regulations part 3000 regarding suspension and debarment.
Perform criminal background checks for personnel with access to sensitive information.
