The Federal Aviation Administration (FAA) Mike Monroney Aeronautical Center is conducting a market survey to identify vendors with the capabilities to provide comprehensive environmental architecture and engineering (A&E) services. The anticipated scope of work includes field investigations; preparation of plans, specifications, studies, calculations, and cost estimates; laboratory analysis; development of worker health and safety, sampling, and related plans; field sampling involving groundwater, soil, sediment, surface water, and air; as well as the creation of spill prevention and containment plans. Additional responsibilities may involve noise evaluations, management of industrial waste water pretreatment, air quality assessments (including emission inventories and indoor air quality), preparation of environmental impact statements (EIS) and assessments (EA) in compliance with NEPA, and conducting environmental site assessments (ESA) under CERCLA.
Services may also encompass hazardous material storage and handling, groundwater assessments and well management, support for SARA Title III programs, PCB abatement and pollution prevention opportunity assessments, and remediation of contamination in air, soil, sediment, groundwater, or surface water. Furthermore, the contract may address contaminants of emerging concern (such as PFAS), vapor intrusion analyses and mitigation, and fuel storage tank management. Work will be performed at the FAA Mike Monroney Aeronautical Center.
The FAA plans to award a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year performance period and Time and Materials type pricing. The results of this market survey will inform acquisition planning decisions, including any set-aside for small or disadvantaged businesses. Qualified firms are invited to provide detailed company information, socioeconomic status, and a statement of capabilities, as well as descriptions of prior experience delivering the specified services.
