This RFI seeks vendors to provide enterprise strategic capital partnership services that foster co-investment opportunities between the Army and private market actors. Respondents are requested to present public-private partnership structures and solutions that support long-term self-viability and operational success. Contracts, agreements, and lease arrangements should be optimized for dual-use assets and infrastructure.
The initiative focuses on several key areas: energy resilience and dominance through the creation of independent power grids, reliable energy storage, and deployment of scalable, resilient energy systems; expansion of the organic industrial base via enhancement of facilities and incentivized investment in automation, robotics, advanced materials, and critical technologies necessary for Army missions. Additionally, the RFI emphasizes strengthening logistics and supply chain capabilities, including the adoption and scaling of autonomous logistics and other advanced dual-use technological solutions.
