The solution should enable the rapid and cost-effective deployment and support of new business functions, with an emphasis on advanced automation, analytics, and integrated digital workflows.

The ERP should streamline and automate key processes, such as account and reconciliation processing, HR and payroll operations, talent and workforce management, and compliance monitoring. Integration with ancillary systems—including procurement, grant management, budget forecasting and preparation, workforce time and labor, absence management, and payment request systems—is required to eliminate redundant third-party applications and promote unified operations.

Further requirements include providing automated controls, comprehensive audit trails, and effective-dated records to enhance compliance and transparency. The system must support regulatory requirements, digital onboarding and offboarding, mobile and remote employee access, multiple concurrent positions or varying pay rules, and configurable approval workflows for managers. Real-time analytics and dashboards will empower leadership with data-driven insights to optimize staffing, manage performance, and plan workforce development.
