DESCRIPTION


This RFP seeks a qualified vendor to provide consulting services for the replacement of an Enterprise Resource Planning (ERP) system in support of municipal digital transformation initiatives. The scope includes expertise in technical requirements gathering, business process analysis, and the evaluation and selection of ERP software development and implementation firms.

The selected consultant will be responsible for reviewing current business processes, workflows, and system operations across all functional areas such as finance, general ledger, accounts receivable and payable, budgeting/forecasting, payroll, property taxation, utilities billing, cash receipting, bank reconciliation, financial reporting, asset management, animal and business licensing, as well as integration with software including recreation, cemetery management, work order/automation systems, HRIS platforms, and the development of new needs like a citizen portal and asset management systems applicable to all participating municipalities.

Key deliverables include identifying functional gaps and system inefficiencies, while providing recommendations for process harmonization and system improvements across multiple municipal organizations.
