The organization is seeking a vendor to provide a comprehensive enterprise resource planning (ERP) system that encompasses general ledger, accounts payable and receivable, inventory management, operational support systems, and customer relations management. The solution should deliver unlimited estimates and invoices, customizable branding on invoices, and enable invoicing via PDF emails and printable formats. Integration capabilities to download and synchronize transactions from bank and credit card accounts are required, along with direct access to journal entries.

The system should be deployable either locally as an application or remotely as a cloud-based SaaS, supporting web access through major browsers including Internet Explorer, Google Chrome, Mozilla Firefox, and Safari. Features must include advanced or in-arrears billing, one-time billing, and management of bill payments with electronic authorization workflows and multi-layered approvals. Inventory tracking should document item locations in warehouses and provide options for creating non-inventory and expense items, as well as unlimited notes on serialized items. The system must allow override capabilities for item movements, such as marking deployments as expenses instead of fixed assets.

A customer portal is required, enabling customers to view invoices and make payments using credit cards, e-checks, and other modern payment platforms like Apple Pay, Google Pay, PayPal, and Zelle. A pre-bid conference is scheduled for April 29, 2026.
