DESCRIPTION


The municipality is seeking a vendor to provide a comprehensive enterprise resource planning (ERP) solution delivered as Software-as-a-Service (SaaS), fully hosted and managed by the vendor or their cloud partner. The ERP system must fully support municipal-specific functions, such as property tax billing, utility billing, cash receipting, accounts receivable, and accounts payable, while modernizing and streamlining the budgeting process to improve accuracy and timeliness across finance and administration.

Key requirements include reducing manual processes, increasing staff efficiency through modern workflows and integrated tools, and enhancing resident experience by providing online access to property tax and utility accounts, as well as enabling online payment options for greater convenience. The solution should also improve public access to records and implement robust identity and access management capabilities.
