The City is seeking a vendor to provide enterprise resource planning (ERP) software and comprehensive implementation services, including oversight of any required third-party software. The selected ERP solution will serve as the central hub for enterprise data, supporting key functions such as financial accounting, budgeting, procurement, enterprise reporting, and human capital management. Business rules and workflows related to these functions must be defined within the ERP, allowing transaction flows—including notifications—to be easily configured to align with city policies. User interfaces should be intuitive, mobile-compatible where possible, and most reporting/configuration tasks should rely on no- or low-code tools, eliminating the need for programmer involvement.
A particular focus is to enhance the process for P-Card usage, streamlining activities from initial charge to reconciliation and payment. The City also requires robust bi-directional integration between the new ERP and its existing Enterprise Asset Management (EAM) system, Cityworks, to support enterprise-level business processes around asset management and related activities.
For human resources, the ERP must centralize employee data and automate workflows across recruitment, onboarding/offboarding, personnel actions, performance management, benefits administration, and training. The Learning Management module should enable detailed attendance tracking, certification and license management, and extensive reporting on training progress and compliance.
