DESCRIPTION

This request for information (RFI) solicits proposals for an enterprise software platform that streamlines permitting, licensing, inspection, and code enforcement processes. The solution should unify key regulatory workflows, including application intake, review, inspection scheduling, compliance tracking, license issuance and renewal, enforcement case management, and final approvals, within a shared system environment.

Vendors are expected to provide a centralized online portal for applicants, licensees, and staff, featuring comprehensive tools to submit applications, schedule inspections, process payments, renew licenses, and monitor status across multiple regulatory services. The platform must offer robust integration capabilities with current county systems, such as financial tools, GIS, document management, payment gateways, and workflow solutions.

Key requirements include security certifications, encryption standards, disaster recovery, and clear data ownership and export procedures. The system should support real-time public and internal status tracking, automated notifications, workflow automation to improve internal coordination, and reporting dashboards for operational monitoring. The county is also interested in implementation methodologies, training support, change management services, and optional professional services to align technology with improved business processes. Questions are due by April 9, 2026. The anticipated contract period is one year.
