The State of Texas is seeking proposals for a scalable, enterprise-wide Identity and Access Management (IAM) system. The desired solution will act as a centralized and adaptable framework for managing the complete identity lifecycle of users, enforcing privileged access controls, and ensuring ongoing compliance across the organization.
Key requirements include end-to-end automation of identity lifecycle processes, including access requests, onboarding, offboarding, internal transfers, and terminations, all with integrated approval workflows to maintain policy compliance and operational efficiency. The system should offer seamless integration capabilities with leading HR systems such as PeopleSoft, Workday, and SAP SuccessFactors, serving as authoritative sources of user data. Support for Commercial Off-The-Shelf (COTS) solutions is preferred to enable scalability, easy integration, robust vendor support, and swift implementation or upgrades.
Additional functionalities must encompass self-service portals for password resets and account unlocks, robust multi-factor authentication (MFA) mechanisms (including SMS, email OTP, authenticator apps, hardware keys, biometrics, and tokens such as YubiKey), and customizable login experiences that support mobile devices and progressive profiling. The proposed IAM system should offer flexible deployment models, including cloud-native (SaaS), on-premises, or hybrid environments, and must interoperate with external agency systems and other third-party platforms to ensure cohesive and secure identity governance throughout the enterprise.
