The Insurance Corporation of British Columbia (ICBC) is seeking a qualified and experienced systems integrator to deliver, implement, and support a modern, cloud-hosted SaaS-based identity and access management platform. This initiative is part of ICBC's broader identity management modernization effort and requires an end-to-end solution that replaces the current Oracle EIAM system.
The chosen vendor will supply, configure, and implement an Identity Governance and Administration (IGA) solution, with the optional addition of a Privileged Access Management (PAM) component, based on ICBC's discretion. Key requirements include automated identity lifecycle management—covering joiner, mover, and leaver processes—as well as access provisioning, deprovisioning, self-service access requests, and governance workflows like access certification and attestation to ensure compliance and accountability across the organization.
The project involves designing and executing comprehensive migration and coexistence strategies, such as phased rollouts, pilot deployments, and rollback plans to minimize disruption. The implemented solution must integrate seamlessly with existing systems including on-premises Active Directory and LDAP directories, Entra ID (Azure), AWS IAM, human resources systems, IT service management platforms, business applications, and monitoring and reporting tools.
The contract period will be for one year.
