DESCRIPTION

The government authority in East Providence, Rhode Island is seeking consultant services to conduct an enrollment projection and building utilization study. The selected consultant will analyze local geography, open space, population shifts, age ranges, and wealth indicators to identify population centers and assess their impact on school transportation and facility usage.

Responsibilities include projecting future housing yields by analyzing zoning and infrastructure, as well as projecting trends in non-public enrollment such as charter schools (both cyber and brick-and-mortar) and home schooling. The consultant will also examine birth and death rates and migration patterns to develop building-specific enrollment projections.

The study will culminate in a comprehensive report offering options for redistricting, grade realignment, and facility expansion or consolidation if indicated by the data. The consultant will compare projected enrollments with current building capacities and assess whether existing facilities support specialized educational needs such as laboratories, special education suites, and extracurricular spaces.
