The Government of Liberia is seeking qualified vendors to design, develop, deploy, and maintain an enhanced electronic community-based information system. This system is intended to facilitate digital data collection, management, and analysis at the community level, improve integration between community and facility health services, and provide real-time visibility of key health indicators to support decision-making across all levels of the health system.
The project encompasses conducting user requirement and workflow analyses, leading the requirement gathering process, and developing a modular electronic platform accessible via both mobile and web interfaces. The system must include offline functionalities and demonstrate full interoperability with existing national digital health systems. A secure central database, compliant with government-approved cloud or hybrid hosting infrastructure, will be established to ensure data integrity and security. Additionally, the platform should feature in-app reporting tools and dashboards to facilitate timely decisions for health stakeholders.
