Proposers must be registered engineers in the State of Arizona

Compliance with County's Standard Independent Contractor Agreement, including Federal and cyber insurance requirements
Firms must be lawfully formed business organizations duly registered in Arizona with the State Board of Technical Registration
Professional registration numbers and/or contractor licenses for key personnel or the firm are required
SOQ proposals must not exceed 25 pages
SOQ pages must be single-sided, portrait format, with a minimum 12-point font size and black type
Minimum insurance coverage required: Commercial General Liability ($1M/$2M), Automobile Liability ($1M CSL), Cyber Liability ($2M/$2M), Workers' Compensation, and Professional Liability ($1M/$1M)
Coconino County data must be stored and accessed on servers within the United States
Multifactor Authentication (MFA) must be utilized when accessing County resources
Service Organization Control 2 (SOC 2) reports or equivalent must be provided upon County request
Contractor must provide Security Assertion Markup Language (SAML) or industry-compliant protocols for Single Sign On (SSO) for web applications
Subcontracting requires explicit written approval from Coconino County and a separate contract for each sub-entity
Compliance with federal immigration laws and A.R.S. § 23-214(A) is required
Certification against boycott of goods or services from Israel is required for for-profit entities with 10+ employees and contracts over $100,000
Certification against the use of forced labor of ethnic Uyghurs is required
