Office of Contracting and Procurement
Organization overview and procurement intelligence available on paid plans.
The government authority in Washington, DC is seeking a qualified vendor to develop a comprehensive energy master plan. The scope of work includes evaluating and identifying local, regional, and federal incentives, including energy and tax credits, and assessing market opportunities for the project.
Key responsibilities include analyzing the time and life cycle cost savings of implementing an all-electric project, which would eliminate the need for planning and executing natural gas infrastructure. The vendor will also evaluate the integration of a combined heat and power natural gas facility and consider phased implementation of future technologies to improve efficiencies and reduce reliance on natural gas. Additionally, the study will explore the feasibility of a district-scale sewer heat-exchange plant, assess the impact and practicality of establishing an electric micro-grid for the development, evaluate energy storage options for the campus, and analyze the site's geothermal energy potential for building heating and cooling.
A pre-proposal conference is scheduled for March 19, 2026. The contract period will be one year, and all vendor questions must be submitted by March 20, 2026.
