A vendor is sought to provide an integrated energy management system (EMS), supervisory control and data acquisition (SCADA) system, and outage management system (OMS). The EMS should comprise advanced software applications designed for real-time and study mode decision-making in transmission operations. Key EMS functionalities include load forecasting, economic dispatch, network modeling, contingency analysis, and analytical tools to support reliable and efficient grid performance.
The SCADA system must support real-time monitoring and control of field devices throughout the electric grid, collecting and processing data from substations, breakers, transformers, remote terminal units (RTUs), and intelligent electronic devices (IEDs). It should enable operators to monitor system conditions, carry out control actions, and maintain operational visibility.
The Outage Management System (OMS) is required to detect, predict, manage, and restore outages across the distribution system. Integration of OMS with SCADA, advanced metering infrastructure (AMI), geographic information system (GIS), customer information system (CIS), and mobile workforce tools is expected for unified management. Core OMS features include outage prediction, customer call grouping, crew dispatch and tracking, switching order management, safety tagging, and outage analytics.
