The government authority in Laredo, Texas is seeking qualified firms to provide energy engineering consulting services. The scope includes consulting, design, and development of specifications for a range of energy conservation measures. The selected provider will offer engineering and consulting support, as well as management services to conduct cost and energy savings analyses, and develop project specifications tailored to energy efficiency initiatives.
Responsibilities also include evaluating existing building infrastructure, recommending necessary improvements, and upgrading equipment to implement a comprehensive utility conservation program. Additional duties involve acting as a third-party reviewer to assess proposals and services from energy service companies. For each project, the consulting firm must present a detailed list of required technical support services, deliver complete project designs, prepare technical specifications and construction documents, and provide construction administration and commissioning services. All questions related to this solicitation must be submitted by February 25, 2026.
