DESCRIPTION


The City of Colorado is seeking a vendor to provide an energy benchmarking software-as-a-service platform along with program implementation services. The scope includes delivering a comprehensive building performance management solution that enables building inventory management, development of a covered buildings list, benchmarking compliance, data quality assurance, program administration, and support for future building performance compliance requirements.

The selected vendor will be responsible for supporting building owners through help desk services, communications, a building portal, targeted trainings, and providing building-specific information for compliance and improved energy usage awareness. Key objectives include achieving high compliance rates for covered buildings, creating and maintaining a covered buildings list with contact information, and providing strong customer support and engagement strategies.

The solution must facilitate accurate, accessible energy data reporting, integrate data from city parcel, tax assessor, GIS databases, and other sources, and assign unique IDs to new buildings. It should offer compliance tracking, status monitoring, administration of exemptions and alternative pathways, and integrate with ENERGY STAR Portfolio Manager and related systems. Additionally, vendors will be expected to analyze benchmarking data for trends and provide recommendations to enhance program effectiveness, as well as develop and implement outreach strategies to drive participation and compliance.
