The selected vendor will provide EMS (Emergency Medical Services) billing services, ensuring the collection of all applicable fees from federal and state healthcare programs, third-party payers, and patients. The contractor must utilize generally accepted EMS collection methods, subject to approval by the County, and execute appropriate procedures to recover fees resulting from EMS services.
Services shall include filing insurance claims to third-party payers, submitting invoices and statements to patients, and leveraging electronic claims filing for all payers who accept them—including Medicare, Medicaid, and commercial insurers. The contractor must implement effective processes for collecting co-insurance and deductibles from patients or their secondary insurers. Responsibilities also encompass data processing, management information reporting, electronic storage of records, billing (both electronic and paper), claims filing, invoicing, and responding to billing and insurance inquiries. The scope further includes postage, printing, stationary, mailings, communications, and any required computer hardware and software to facilitate the provision of these services.
