DESCRIPTION


The organization seeks a vendor to provide an employee flexible spending account (FSA) program service as a third-party administrator (TPA) under Internal Revenue Code Section 125. The selected vendor will administer both medical care and dependent care FSAs, allowing participating employees to use pre-tax dollars for eligible expenses. Services required include maintaining a dedicated employer hotline and employee toll-free lines during regular business hours.

The vendor will be responsible for producing explanation of benefits statements, preferably accessible online and through a mobile app, as well as generating quarterly statements with re-enrollment reminders. Written materials explaining available plans are to be provided, and individual bookkeeping records for each participating employee must be maintained. The vendor shall process requests and claims for reimbursement, approve qualified payments, and record relevant information. Additionally, an annual survey of a random sample of employees must be conducted to assess satisfaction and service quality, with results reported back to the employer. The contract will span a four-year period.
