DESCRIPTION


The City of Ennis, Texas seeks a vendor to provide comprehensive employee benefits brokerage and consulting services. The scope of work includes support for medical, prescription drug coverage, dental, vision, basic and voluntary life insurance and accidental death & dismemberment, short- and long-term disability, supplemental/voluntary benefits, employee assistance programs, as well as health savings account (HSA), health reimbursement arrangement (HRA), and flexible spending account (FSA) administration.

Key responsibilities encompass program management and strategic planning, including the development of annual service plans and collaboration on long-term forecasting aligned with city objectives. The vendor will benchmark benefit plans against similar public sector organizations and offer assistance with multi-year planning. Regular review and financial analysis of claims data will be required, along with guidance on stop-loss strategies and advice regarding self-funded or fully insured structures.

Additional duties include managing the benefits marketing and renewal process, conducting carrier negotiations, preparing RFPs for insurers, and making written recommendations based on cost, design, and performance. The vendor will also lead employee communication initiatives, support enrollment periods, and aid in eligibility audits and billing reconciliation. Expertise in pharmacy benefit management, including market reviews and negotiations, is also necessary. The initial contract will run for one year.
