The selected vendor will provide a comprehensive and confidential Employee Assistance Program (EAP) for government employees and their eligible dependents in Hagerstown, Maryland. The EAP must adhere to best practices in the field, offering 24/7 availability and multichannel access—including a secure digital platform and mobile application with on-demand counseling, self-guided wellbeing tools, educational resources, and care navigation services.

The platform should support secure messaging, video counseling, and deliver personalized content. Confidential clinical assessments and short-term counseling must be provided using evidence-based, trauma-informed practices and should be accessible via in-person sessions, secure video, telephone counseling, and other digital or asynchronous methods suitable to member needs.
