This RFP seeks a vendor to provide emerging technology advisory services and support the role of Contracting Officers Representative (COR) for a government authority in Washington, DC. The selected firm will be responsible for establishing and maintaining electronic COR files in compliance with federal acquisition regulations, the Foreign Affairs Manual, and department policies, ensuring all privileged procurement information is appropriately protected.
Key duties include developing collaborative relationships with both domestic and international law enforcement and justice sector stakeholders, working with program managers to define the scope, requirements, milestones, and technical specifications for equipment and contracted services, and advising on the development and clearance of procurement documents. The vendor will monitor contractor technical progress, oversee expenditures, and ensure adherence to work plans through site visits and the review of deliverables, as well as confirm delivery of items and approve invoices and payments upon satisfactory performance.
The engagement requires strong knowledge of federal procurement procedures, familiarity with ILMS/A–COR systems, and demonstrated experience working in complex, multi-agency stakeholder environments.
