The system should support integration with both provincial and national alerting infrastructures to facilitate emergency evacuations and related notifications.
Key requirements include the ability for District Administrators to access the system via single sign-on using Microsoft Entra ID protocols (SAML, oAuth, OpenID Connect). The solution must support seamless migration of existing data, including approximately 57,000 notification subscribers, and allow users to receive emergency information based on their location or selected geographical areas. Multi-channel communication capabilities are essential, enabling notifications via email, SMS, and other preferred methods.
The system must offer straightforward registration and de-registration processes, collect minimal personal information, and ensure compliance with British Columbia's public sector privacy regulations. Additional requirements include the capacity to correct previously sent alerts without re-notifying all users, simultaneous broadcast to the public, and delivery of notifications within 10 minutes. The vendor should also provide training, implementation support, and 24/7 helpdesk services.
