Emergency Medical Services System Evaluation and Optimization Study Service

The State of Alaska is seeking a qualified vendor to conduct a comprehensive evaluation and optimization study of its Emergency Medical Services (EMS) system. This project will involve a thorough assessment of the current EMS system performance, identifying opportunities for increased operational efficiency and improved resource utilization. The study aims to provide evidence-based recommendations for sustainable service delivery models that maximize clinical outcomes and enhance revenue capture.

Key elements of the study will include an analysis of historical call volume, response times, transport statistics, and unit hour utilization over a minimum five-year period. The evaluation will assess call concurrency patterns, geographic distribution, time-of-day demand, and seasonal variations. Additionally, the selected vendor will review the current payer mix, billing and collections rates, and overall revenue cycle performance. The project also encompasses CAD/dispatch data analysis for tiered response feasibility, benchmarking against national standards and similar rural/frontier EMS systems, and a review of best practices.

Financial and operational components under review include personnel costs, capital equipment needs, operating expenses, and replacement cycles. The study is expected to produce actionable recommendations for staffing models, deployment optimization strategies supported by CAD/GIS mapping, and revenue enhancement with projected financial impacts. Performance benchmarks and key performance indicators (KPIs) will also be developed for ongoing monitoring. All vendor questions regarding this project must be submitted no later than December 10, 2025.
