DESCRIPTION


The City of DuPont, Washington, seeks a qualified consultant to support the continued development and implementation of the city’s Emergency Preparedness Program. The selected firm will provide professional emergency management and preparedness consulting services, including the facilitation of community volunteer recruitment and management strategies for effective emergency response.

The consultant will be responsible for developing strategies to educate and inform the public about the city’s emergency management program, as well as creating a comprehensive, long-range capital master plan for investments related to the Emergency Operations Center, designated assembly areas, and related infrastructure. Recommendations on necessary technology, software, and staffing for emergency management response, resource tracking, financial tracking, public outreach, and volunteer management are required.

Additionally, the consultant will conduct a complete rewrite and update of the city's Comprehensive Emergency Management Plan (CEMP) and deliver a strategic plan document covering planning partnerships, funding opportunities, education, and training to ensure compliance with federal and state requirements. The scope also includes outlining steps for city staff to obtain mandatory and recommended training, and developing a strategic plan for activation, training, and exercises for staff and selected volunteers for the next two years and beyond.
