DESCRIPTION


The government authority in Indiana is seeking a vendor to develop, implement, and maintain a comprehensive, real-time hospital, healthcare, public health, and emergency medical services (EMS) reporting and data delivery system. The system must enable users and administrators to send network, county, district, and statewide alerts to relevant users, with the ability to connect and interface with other patient tracking systems at facility, system, and state levels.

A core requirement is to design a user-friendly dashboard or portal for both administrators and users to access key metrics, including bed and ventilator availability, resource statuses, and notifications. The platform should include a robust reporting tool supporting custom and predefined reports, with export options such as PDF and Excel, and support on-demand or scheduled generation. During mass casualty events or large-scale emergencies, the system must fully support patient reunification functions.

The solution must be compatible with laptops, tablets, and smartphones and incorporate strong security protocols to protect sensitive health and personal data. This includes encryption and advanced access controls. Integration capabilities should encompass hospital and EMS electronic medical records (EMRs), Computer Aided Dispatch (CAD) systems, and public health databases, such as syndromic surveillance and laboratory reporting. Real-time tracking of EMS unit status and location with linkage to local 911 CAD systems is also required.

A pre-bid meeting is scheduled for March 18, 2026, and questions regarding the RFP must be submitted by March 20, 2026.
