Emergency Food Assistance Program Services

Seeking a provider to manage emergency food assistance services, including fresh produce distribution and reporting, to low-income residents and shelters in New Mexico.

Adhere to USDA Federal Regulations 7 CFR 247, 250, and 251
Be responsible for the distribution of CSFP and TEFAP USDA Foods
Be authorized to sign all documents for the sub-distribution program
Physically distribute USDA Foods to eligible Local Emergency Feeding Organizations (LEFOs)
Accept and distribute USDA Foods as directed by the Distributing Agency
Furnish proper facilities and adequate personnel for receiving, handling, storing, and delivering USDA Foods
Store USDA Foods to distinguish them from non-commodity foods
Obtain true and accurate receipts for USDA Foods distribution
Do not assess fees against Emergency Feeding Organizations (EFOs) for unloading, storage, or distribution of USDA Foods
Assume full responsibility for agreement terms and conditions and reimburse for loss, spoilage, or improper distribution of USDA Foods
Maintain financial records in accordance with 2 CFR part 200, subpart D, and USDA regulations at 2 CFR part 400 for 3 years
Furnish required reports to the Distributing Agency upon request
Allow Distributing Agency and USDA representatives access to facilities and records
Arrange for inspection of damaged or out-of-condition USDA Foods by health authority
Provide updated disaster contact information quarterly
Provide appropriate facilities and sufficient personnel for fresh fruit and vegetable handling and delivery
Provide receipts for all expenses related to acquiring and distributing fresh produce
Deliver purchased or donated fresh fruits and vegetables to distribution sites serving low-income New Mexico residents
Successfully utilize 100% of the state-funded grant for food item distribution
Submit reimbursement requests at least once per quarter (monthly option available)
Submit quarterly reports of purchased food items (quantity received and distributed per county)
Submit a statement of relevant organizational experience within the last five years, including food warehousing, distribution networks, and food safety
Provide a detailed description of knowledge and experience with warehousing, inventory control, and distribution of USDA foods
Provide a detailed description of knowledge and experience with TEFAP and CSFP
Indicate USDA Food Distribution Programs operated in the last three years and the percentage of business revenue derived from them
Describe a project challenge and how it improved services
Provide three external organizational references from similar projects/programs within the last three years
Provide a description of the qualifications of key organization staff, including CEO/Executive Director, fiscal manager, and operational staff
Describe relevant experience of the proposed core team with donated food to low-income households and shelters, volunteers, and training within the last two years
Submit a project plan including programs and counties to serve, needs assessment, coordination and collaboration efforts, frequency of distribution, and staffing details
Submit complete copies of the organization's most recent three years' audit reports or sufficient financial stability information
Submit information regarding any mergers, acquisitions, or sales within the last ten years or if pending
Provide a statement on any pending litigation against the Offeror and an opinion of counsel on potential impairment
Provide a statement on any felony convictions of the Offeror, its employees, agents, or subcontractors
Include a statement and evidence of ability to procure and maintain a blanket Fidelity Bond for 25% of the contract budget
Provide verification of 501(c)3 status, educational institution, or governmental agency
Include a written statement describing the ability to maintain uninterrupted services during funding delays
Submit a signed Letter of Transmittal Form (Appendix E)
Complete, sign, and return the Campaign Contribution Disclosure Form (Appendix B)
If the Offeror has or grows to six or more employees and the contract value exceeds $250,000, provide health insurance for those employees
Maintain records of employee health insurance acceptance or declination
Advise employees of state publicly financed health care coverage programs
Submit proposals electronically via SPD's EProNM system
Do not upload .zip files

If confidential information is included, submit both unredacted and redacted technical files

The selected vendor will provide emergency food assistance program services to eligible households and homeless shelters in New Mexico.
