SUMMARY

Palm Springs is seeking a provider to develop a detailed emergency evacuation plan, community outreach materials, and GIS mapping to support local preparedness.

KEY REQUIREMENTS

Minimum 10 years' experience in preparing emergency evacuation plans compliant with State and Federal guidelines and regulations.
Minimum two comparable projects similar in scope within the State of California.
At least one proposer, contractor, or subcontractor must have a 4-year background in emergency management or public safety.
Knowledge and experience in testing emergency evacuation planning, conducting emergency evacuation assessments, establishing emergency evacuation routes, and GIS-based maps.
Selected firm must obtain a City of Palm Springs Business License.
Compliance with all applicable federal, state, and local laws, statutes, ordinances, lawful orders, rules, and regulations, specifically pertaining to access and functional needs (e.g., AB 1638, 781, 2311, 2645, 2386, 2968, 477 SB 160).
Submission of a Technical Proposal (Electronic File #1) and a Cost Proposal (Electronic File #2).
Completion and inclusion of all required forms: Signature Authorization, Non-Collusion Affidavit, No Conflict of Interest and Non-Discrimination Form, Public Integrity Business Disclosure Form, Reference Form, and Executive Order N-6-22 Certification.
Proposals must be in 8.5 x 11 format, minimum 10pt font size, minimum 3/4" margins, and no more than 25 electronic pages (excluding covers, dividers, attachments, and cost proposal).

DESCRIPTION

The City of Palm Springs seeks a vendor to provide comprehensive emergency evacuation plan services.
