DESCRIPTION

The project seeks a vendor to provide an electronic toll system manager and comprehensive program support for express lanes in California, specifically the I-580 and I-680 toll systems. Responsibilities include staffing, oversight, scheduling, administration, review, and coordination of all work, including subcontracted activities. The vendor will be expected to develop and maintain work plans, schedules, budget estimates, task orders, and contract documentation.

Additional tasks involve reviewing toll system change requests and release notes, with recommendations and approval prior to deployment. The vendor must monitor toll system performance, identify risk areas, and conduct data compilation and analysis related to traffic speeds, densities, volumes, vehicle occupancy, toll rates, trip counts, and travel time savings. Asset inventories for infrastructure and toll equipment must be maintained for reporting purposes, alongside creation and updating of maps, diagrams, and charts for both internal and public use. Preparing and updating information for the agency website is also required.

All questions regarding the RFP should be submitted by March 25, 2026. A pre-bid meeting is scheduled for March 19, 2026.
