Indiana is seeking a partner to develop and implement a modern enterprise electronic permitting system with workflow automation, GIS integration, reporting, and connections to payment, identity, document, and state application platforms. The project focuses on a scalable, user-friendly, and data-driven permitting environment.

DESCRIPTION


The procuring agency seeks a partner to design, configure, implement, integrate, and support a modernized Electronic Permitting System. The new platform is intended to provide comprehensive end-to-end capabilities for permit creation, intake, processing, review, approval, issuance, inspection tracking, compliance monitoring, and records retention across all permitting activities. It will replace or enhance an internally developed web-based application currently used by both internal staff and external applicants.

The system must support online account creation, permit application submission, document uploads, and payment through an externally managed payment portal. The solicitation emphasizes the need for a scalable enterprise solution that goes beyond basic process digitization and delivers a sustainable, data-driven platform with strong governance. Key priorities include configuration over customization, improved user experience, scalable architecture, and stronger reporting and decision-support capabilities.

The solution is also expected to integrate seamlessly with identity management tools, GIS platforms, payment processing systems, reporting tools, document repositories, and other Salesforce or state applications. The future system should embed geospatial intelligence more consistently across workflows and improve real-time operational visibility that is currently limited by reliance on manual exports and analysis.

A pre-proposal meeting is scheduled for May 14, 2026. Questions are due by May 18, 2026.
